It is hard to tell if this guy is truely unlucky in his dealings with life in general, or if he is actively dishonest. I tend to give folks the benefit of the doubt, but there comes a time when it really doesn't matter what the underlying problems are, we just need to get the issue resolved. I will look into filing police and mail fraud complaints, and may ask you for supporting info if it gets that far.
